Gordon Brown Leads Push to Bring Free Healthcare to Tens of Millions

Tens of millions of pregnant women, young mothers and teenagers in the developing world will be given access to free healthcare for the first time under plans to be launched by Britain this month.

As ministers admit that international goals to tackle maternal and child mortality are “significantly off track”, Gordon Brown is preparing to lead a push at the UN to scrap health charges in countries from Nepal to Sierra Leone.

The plans come amid warnings from aid groups that half a million women die needlessly during childbirth or pregnancy in the developing world each year. Barbara Stocking, the chief executive of Oxfam, described the deaths as “deplorable”, saying that they could be avoided through relatively small investments.

Douglas Alexander, the international development secretary, says progress on the millennium development goals on maternal and child mortality is “significantly off track”. The goals – to reduce mortality by 75% – are meant to be met by 2015.

In a Guardian interview, Alexander said that he and Brown will lead a renewed push at the UN general assembly in New York later this month to scrap health “user fees”.

Alexander has negotiated deals with a group of African leaders and the World Bank. As a result, free healthcare will be introduced or extended in Nepal – where a newborn baby dies every 20 minutes – Burundi, Sierra Leone and Malawi.

Free healthcare in Ghana, which now expires for patients at the age of five, will be extended to cover patients up to 18. Average life expectancy in Ghana is 58 years.

“It is a fact that in many African countries today the most dangerous day of a young woman’s life is the day she gives birth,” Alexander said.

“More than 4m babies are dying in the first month of their life still today. About 99% of maternal deaths today are in developing countries. In Sierra Leone one in seven mothers die in childbirth.”

Britain believes that much more free healthcare can be provided relatively cheaply. Uganda removed user fees in 2001 by spending an extra $1 per person.

Alexander said: “We will specifically be supporting the scrapping of health user fees, enabling people to visit doctors and nurses for free for services ranging from basic check-ups to lifesaving treatment … studies have shown that these fees are a major barrier for the poorest families in particular, leading to poor health and death from preventable diseases, and generate about 5% of the health budgets.

“We are urging African and other poor nations to start by scrapping fees for pregnant women and children, paving the way for it to be rolled out across the developing world.”

Britain will devote some of the £6bn it is spending on health in the developing world between 2008-15 to extending free care. It will also be encouraging developing countries to increase spending in the way Uganda has and asking other countries in the developed world to offer support.

The international finance facility, worth $5.4bn (£3.2bn) until 2025, would be expanded to cover healthcare. Britain, which has pledged £1.38bn to the facility until 2025, will be offering an extra £200m at the UN, and is expecting other countries to contribute.

As he prepared for his visit to New York on 23 September with Brown, Alexander experienced a busy week with one of the main subjects in his portfolio: Afghanistan. Ministers fear in private that public support for the war, which has not been strong, is weakening in the face of what is generally regarded as a deeply flawed presidential election.

Alexander, who last visited the country in July, chose his words carefully as he said that Britain always knew that the first Afghan-run elections in decades would take place in “difficult circumstances”. Britain will leave it to the independent election commission in Afghanistan to rule on the vote.

He also said he wanted more international aid to be funneled through the Afghan government despite concerns over corruption, arguing it was vital that the Afghan government built capacity. He said the American government had agreed to this change in strategy.

Bring on the conference tournament

My eSports colleague Michael Nemeth does not necessarily feel that the conference tournaments mean anything. In fact, they may detract from creating a quality field for the NCAA tournament.

I am going to take the counterpoint on this argument. I will admit, up front, that I am from a generation that has only viewed a field of 64 (and now 65) teams in a bracket, but I am aware of the changes that have happened with the field. I also think that the conference tournaments exist for one reason other than money:

This is my favorite time of the sports calendar. The end of the college basketball regular season giving way to Championship Week and the filling out of brackets this coming Sunday cannot be rivaled, in my mind. Let the madness begin.

However, to say that the conference tournaments render the regular season meaningless is not entirely true. To be blunt, that may be the case for the Boston Universities of the world, but in the power conferences and even in the mid-major conferences, the regular season champion and the tournament champion will both make the field.

Are there times that a school with a 9-19 record makes a miraculous run through their conference tournament and makes the field of 65? Perhaps. But, the chances of that happening are very slim.

In a power conference, those sub-.500 teams are below .500 for a reason, one of those reasons being that they don’t have the players, the drive, or the coaches to string together a three or four game winning streak, especially in the quick turnaround, back-to-back format that you face in the pressure cooker.

A fact that also needs to be examined is that while Cinderella does exist, she hasn’t been seen in a long time. The last team not from a power conference to win an NCAA title were the Nevada-Las Vegas Runnin’ Rebels, who whipped Duke in 1990. So while Marquette was a nice story last year, it doesn’t happen often.

Even in the NCAA tournament, the best teams don’t win. No tournament has ever seen all four number one seeds advance to Final Four weekend. Upsets are going to happen in a tournament and that is what adds to the excitement of the next three weeks.

As I watched Championship Week, I flipped around and watched the joy of Virginia Commonwealth taking home the Colonial Athletic Association title. I bit my nails and lived and died with Southwest Missouri State and Northern Iowa as they played a double-overtime thriller. I woke up early this morning and cheered as I heard that Gonzaga had made it through the West Coast Conference unscathed.

When you play in the conference tournament, it should aid you in developing the mindset of “one and done,” because that is how the NCAA tournament is played. It is so unlike the regular season grind that you have to change your focus. The conference tournaments, to me, should be treated as a pre-season for the tournament. Get your game face on. Get ready for the fire.

Do some deserving teams get left out because of an upset in their conference tournament? Maybe, but I don’t think it hurts more teams than it helps. Conference tourneys should aid the selection committee in deciding who goes to the big dance.

Besides, the only other alternative is to let a computer choose who the best teams in the country are, and we know how well that turns out for college football.

You need to pack plenty of food and water for him or her, and make sure that you pack enough in case of an emergency (such as getting lost in the woods and not being able to find your way back to civilization for several days or weeks). I wouldn’t buy the dog food that comes in bags that you find at the grocery store. Instead, I would get the canned dog food that almost looks like liquid beef when you pour it out of the can. This will save you a lot of time and energy, as you won’t need to lug around several bags of dog food. It’s also a lot less expensive to get a couple boxes of Alpo instead of seven or eight bags of Kibbles & Bits.

Next, you need to make sure your dog has a powerful leash that you can easily get your hand around and hold onto tightly. I’ve heard countless stories of people hiking in the woods with their dogs (without a leash mind you), and the dog will see a rabbit or a squirrel and run off to chase it. A lot of people have lost their dogs this way, so make sure you get a sturdy leash from a store that specializes in pet-related merchandise such as PetSmart. While you’re there, don’t forget to grab a chew toy or two for your dog in case he or she gets bored while on the hike. I would also recommend picking up some treats.

Lastly, you need to have some type of first-aid kit specifically designed for your dog. Dogs may believe they’re invincible, but you and I know that they can get hurt just like us while experiencing the great outdoors. Snake bites, bug bites, broken limbs, and overheating are all very real and dangerous things that could happen to your dog. Your dog’s first-aid kit should be made to handle any situation, whether it’s a scrape or an entire limb being severed.

Going on hikes with your dog can be a very rewarding and beneficial experience for not only you, but for your dog as well. If you’re mindful of where you’re going, and you take every precaution necessary to ensure your dog’s safety and overall well-being, your hikes should be very wonderful memories that you and your dog will never forget. Cut each slice of bread into thirds. Using a serrated knife, cut a pocket in edge of each slice and fill with strawberries. Combine desired remaining ingredients.Quickly dip (do not soak) slices in egg mixture. Cook on hot buttered or oiled griddle or pan until golden brown on both sides. Keep mixture well blended. Sprinkle with powdered sugar and top with additional strawberry slices (a happy face pattern is fun). Serve with warm syrup.

2 King’s Hawaiian Sweet Rolls

1 hot dog

Heat hot dog in microwave on high for 30 to 40 seconds or boil in water over stovetop for 2 to 3 minutes. Pull apart 2 rolls from package. Create a cavity in each roll for hot dog by gently cutting a 3/4-inch hole through the center side of rolls with a small serrated knife. Cut heated hot dog into half. Place each half through hole created in rolls. Squiggle favorite condiment on top of roll and serve warm.

4. Let Kids Plan the Meal — The kids are bound to squeeze in some Web surfing eventually, so why not have them search online for new recipes and coupons to help them plan an upcoming meal? Suggest visits to their favorite brand Web sites.

5. Get to Know Your Child’s Friends — It’s important for the entire ohana to know your kids’ friends. Invite them to a slumber party and to join in making a late-night snack or breakfast item. Or invite friends for an after school snack and study session. Be sure to supervise kids’ cooking.
